This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation, FA302026Q0117, is issued as a Request for Quotation (RFQ).
This requirement is for the acquisition of two portable, multi-band tactical software-defined radio (SDR) systems intended for ground-to-air voice communications at Sheppard AFB. The transceivers must be ruggedized to MIL-STD-810 standards, provide AES-256 encrypted communications, and be fully interoperable with both military and civilian aircraft radio networks.
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The applicable NAICS code is 334220, and the small business size standard is 1,250 Employees. This requirement is a Total Small Business Set-Aside.

PROPOSAL SUBMISSION: The solicitation will close at 2**:00 PM CDT on Friday, 18 September 2026.** All quotes must be submitted via email to the Primary and Alternate contacts listed below.
QUESTIONS: All questions must be submitted via email no later than 12**:00 PM CDT on Friday, 11 September 2026** to the Primary and Alternate contacts.
Place of Performance & Acceptance:
F.O.B. Destination; Sheppard AFB, TX 76311 (exact customer address will be provided in the resulting contract).
The contractor shall deliver two complete VHF/UHF transceiver assemblies (COTS), each including a 30-512 MHz multiband tactical handheld transceiver, a high-performance tape antenna, a single drop-in charger unit, a radio carrying pouch/lanyard/belt clip, a high-capacity lithium-ion battery, and operator and technical manuals. The transceivers must be ruggedized to MIL-STD-810G/H standards, provide AES-256 encrypted communications, support VHF (30–136 MHz, expandable to 173.995 MHz) and UHF (30–512 MHz) bands with AM and FM modulation, include embedded GPS, and be fully interoperable with military and civilian aircraft radio networks. Delivery is FOB Destination to Sheppard AFB, TX 76311.
