This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and no other written solicitation will be issued.
This solicitation is being issued as a total small business set-aside. The associated NAICS code is 238320. The small business size standard is $19.0M.
This combined solicitation/synopsis is for purchase of the following commercial services: OMAO Airport Wall Mural
Description of requirements is as follows:

See attached full Combined Synopsis with all terms and conditions which all vendors must be in compliance with to be eligible for award. At a minimum, all quotes should include contact information and CAGE Code.
The Contractor shall provide all artistic expertise, labor, personnel, equipment, materials, supplies, and resources necessary to design and complete the mural. The Contractor must engage a qualified mural artist or professional firm with proven track record in indoor murals. The mural design shall present a cohesive and realistic representation of NOAA's mission with emphasis on OMAO aircraft and vessels' contribution to scientific research and operational support, potentially including imagery of NOAA aircraft (hurricane reconnaissance, atmospheric research, coastal mapping, marine mammal surveys), research and survey vessels (oceanographic, fisheries, hydrographic research), weather phenomena, marine environments and wildlife, scientific instruments and activities, and visual elements representing NOAA's six Line Offices (OMAO, NWS, NMFS, NOS, NESDIS, OAR). The Contractor must submit preliminary design concepts with scaled mock-ups or high-resolution digital renderings for Government selection, engage in multiple design feedback sessions with final imagery and artistic composition approved by NOAA AOC Leadership prior to permanent application, perform all work minimizing disruption to Government operations, provide surface preparation and application per industry standards, include specialized elevated-access equipment (atrium lift, spider lift, scaffolding, or suitable alternative) as necessary for the stairwell's height and configuration, ensure all available space is covered by mural or properly painted, and provide a minimum five-year warranty on completed work. Work must be completed within 90 calendar days from date of award or sooner.
