The Department of the Army Geospatial Center intends to negotiate a sole-source, firm-fixed-price contract with PaperThin, LLC., for proprietary CommonSpot software licenses and maintenance renewals. As the proprietary agent for these specific licenses within the required environment, PaperThin, Inc. is the only contractor capable of fulfilling the technical constraints of the existing system.
The Department of the Army requires the renewal of proprietary CommonSpot Web Content Management System (CMS) software licenses, including standard manufacturer software maintenance, patch updates, and technical support. CommonSpot (developed by PaperThin, Inc.) is the critical underlying platform utilized to manage, secure, and publish digital content across the agency's established web environments, intranets, and public-facing portals
The scope of this action includes:
CommonSpot CMS Enterprise License Renewals
Standard Manufacturer Software Maintenance Agreements (technical support, software patches, and version upgrades)
This acquisition is being conducted under the authority of RFO 12.102(a).
This notice of intent is not a request for competitive proposals. However, interested parties who believe they can fully satisfy the government’s requirement for proprietary CommonSpot software licensing and authorized manufacturer maintenance may submit their capability statements.
All capability statements must be submitted electronically to the Points of Contact below no later than the closing date of this notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
