THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES.
The Department of the Army, Mission and Installation Contracting Command, Fort Stewart, intends to issue a competitive, unrestricted, firm-fixed-price purchase order for the 3rd Infantry Division G2 Electronic Security System (ESS) Upgrade at Fort Stewart, Georgia.
The requirement includes the upgrade, installation, integration, programming, testing, commissioning, documentation, training, and acceptance of electronic security, physical access control, and intrusion-detection-system capabilities. The contractor shall provide all personnel, supervision, equipment, materials, supplies, transportation, tools, and other resources necessary to perform the requirement in accordance with the solicitation and its attachments.
The requirement includes integration with the Government’s existing electronic security infrastructure. Applicable physical access control system products and integrated solution components shall meet the requirements identified in the Performance Work Statement and solicitation attachments. The contractor must meet applicable installation-access, personnel-security, technical qualification, and manufacturer authorization requirements.
This acquisition is issued under FAR Part 12 commercial procedures and simplified acquisition procedures. The anticipated award is a single firm-fixed-price purchase order with a 120-calendar-day period of performance after award.

The Government intends to award to the responsible quoter submitting the lowest evaluated total price whose quotation is determined technically acceptable. The Government will evaluate total evaluated price and technical acceptability in accordance with the solicitation.
Quotes are due no later than 9:00 a.m. Eastern Time on 18 September 2026. Quoters shall submit quotes in accordance with the solicitation instructions. All questions shall be submitted in accordance with the solicitation. Questions regarding this solicitation shall be submitted in writing no later than 12:00 p.m. Eastern Time on 15 September 2026. Questions received after this deadline may not be answered. The Government will post responses, if any, to this solicitation. Quoters are responsible for monitoring SAM.gov The Government may award without exchanges.

The contractor shall provide all personnel, supervision, equipment, materials, supplies, transportation, tools, and other resources necessary to upgrade and reconfigure the access control and intrusion detection systems across HQ Building 1 and SCIF locations at Buildings 254, 613, and 8433 at Fort Stewart, Georgia. Specific tasks include installing a new badging/monitoring workstation, replacing legacy maglocks with SCIF-compliant electric locking hardware, realigning IDS zones, installing dedicated SCIF workstations, upgrading the STO Vault Room, replacing gate pedestal card readers, and installing vehicle sliding gates and operators. The contractor must integrate with the Government's existing DAQ-based electronic security architecture and use FIPS 201 approved products.
