Scaffolding for Repair and Repoint Chalmette Monum

The contractor shall independently provide all labor, materials, equipment, supervision, and travel to design, erect, maintain, and dismantle OSHA-compliant scaffolding surrounding the approximately 100-foot-tall Chalmette Monument. The scaffold must be designed with a 41-square-foot base incapable of being the sole load-bearing surface and shall not include drilling or attachment to the stone surface. Scaffold shall be erected on all four sides with debris netting installed on all four sides where work will be performed. The design must allow workers to reach all stone surfaces for hand cleaning, masonry repointing, and stone repairs, with vertical distance between levels not less than seven feet, including full access to the pyramidion (pitched approximately 15.5:12). A designated hoisting bay shall reach at minimum the landing below the pyramidion and support a 1-ton electric hoist on a beam roller supplied by the contractor; electric power will be supplied by NPS generator. The scaffold shall include a minimum of five staging platforms capable of supporting at least 1,000 pounds each, located no more than 21 feet above the preceding platform, and five additional platform decks capable of supporting 3,000 pounds each for water tank storage at equal intervals. The scaffold must allow continuous interior access from the front entrance, include at least one staircase for entry, provide overhead protection at the entrance rated minimally at 150 PSF, and be fully planked with guard rails and toe boards complying with OSHA 1926 Subpart L. The contractor shall comply with OSHA codes during erection and dismantling, provide written confirmation by a competent person that the erected scaffold meets all OSHA specifications before turnover to NPS, conduct monthly inspections during the three-month rental period, and remove all debris generated during construction. The contractor must obtain all necessary Louisiana state licenses and permits, coordinate all deliveries and on-site activities with the National Park Service Contracting Officer's Representative, prepare and submit a Submittal Register within ten business days after Notice to Proceed, and include within the register project schedule, safety plans, scaffold designer qualifications, final engineered drawings, permits/licenses, and competent-person certification.
