Subject: Request for Proposal Number: 19EC7526Q0011
Enclosed is a Request for Quotations (RFQ) for professional consulting services to conduct a comprehensive law enforcement-focused assessment of hydrocarbon theft, diversion, and trafficking in Ecuador and to develop an implementation-ready Project Design Framework.. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a Firm -Fixed Price contract order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The pre-proposal conference will be held via Microsoft Teams on August 20, 2026, at 14:00 local time in Quito, Ecuador.
While attendance is not mandatory, all prospective Offerors are encouraged to participate.
Offerors planning to attend the virtual Pre-Proposal Conference must confirm their participation no later than August 19, 2026, at 12:00 PM (noon), Quito local time. The confirmation shall include the company name, the first and last name of each company representative who will attend, and their email addresses. This information should be submitted to QuitoContracts@state.gov .
The Microsoft Teams meeting invitation will be provided to the registered participants.
Questions are due no later than August 26, 2026, at 15:00 (local Ecuador time). No questions will be accepted after this deadline. Responses to questions will be posted on SAM.gov.
Quotations are due no later than September 04, 2026, at 17:00 (local Ecuador time). No quotations will be accepted after this deadline. Quotations must be submitted in English, and incomplete quotations will not be considered for award.
Your quotation must be submitted electronically to QuitoContracts@state.gov . Submissions must be provided in Microsoft Word, Microsoft Excel, or Adobe Acrobat (PDF) format. The total file size of each email must not exceed 15 MB. If the quotation exceeds 15 MB, it must be divided into separate files and submitted in multiple emails, with each email containing attachments
totaling less than 15 MB. ZIP files or other compressed file formats will not be accepted. Offerors are responsible for confirming receipt of their quotation by contacting QuitoContracts@state.gov.
In order for a quotation to be considered, offerors shall submit the following:
Volume I – Technical Proposal
Technical Proposal, including all information required under Section 3 of the solicitation.
Section 5 – Representations and Certifications.
Proof of active SAM Registration.
Volume II – Price Proposal
SF-1449 (completed and signed).
Section I – Pricing, completed in its entirety.
The Technical Proposal (Volume I) and the Price Proposal (Volume II) shall be submitted as separate files. Price information shall not be included in the Technical Proposal. Failure to submit separate volumes may result in the quotation being determined unacceptable.
Offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submission of their quotation, as prescribed under FAR 4.1102. Failure to be registered at the time of quotation submission may result in the offeror being determined non-responsible, and the quotation may receive no further consideration. Therefore,
offerors are strongly encouraged to complete their SAM registration as soon as possible if they
intend to submit a quotation.

The vendor shall perform a desk review, stakeholder mapping, operational fieldwork and interviews, operational process mapping, value chain targeting model development, law enforcement capability gap assessment, and a validation workshop. Deliverables include a Baseline Summary Memo, Stakeholder Matrix and Consultation Plan, Fieldwork Report, Operational Process Map, Value Chain Targeting Model, Capability Gap Matrix, Validation Workshop Report, Final Diagnostic Report and Action Plan, and a Project Design Framework. The period of performance is sixteen weeks from contract award.
