The Defense Logistics Agency (DLA) is issuing a Request for Proposal (RFP) for Cafeteria & Food Truck Services. This is a concessionaire-type contract where the contractor will operate two cafeterias and a mobile food truck, paying the Nonappropriated Fund Instrumentality (NAFI) either a monthly concessionaire fee or a percentage of gross sales, whichever is greater. THE NAFI WILL NOT PAY FOR THESE SERVICES.

Period of Performance: The contract will have a base period of two years, from December 30, 2026, to December 29, 2028, with eight (8) subsequent one-year option periods.

The contractor shall furnish all labor, supervision, management, support personnel, transportation, equipment, tools, and material for two (2) cafeterias, catering operations and a mobile food truck to be performed at DLA San Joaquin in Tracy, CA. The contractor shall provide breakfast and lunch five (5) days a week, Monday through Friday, in Building 100 cafeteria, Building 16 cafeteria and via a mobile food truck. This requires, but not limited to, a minimum of short order (grill) food service for breakfast and a (a) hot line food service, (b) salad offerings, (c) deli-style sandwich bar; (d) soup; (e) short order (grill) and fast-food service for lunch; (f) pizza station (g) and an entrée of the day. The contractor shall also provide catering operations and a mobile food truck.
