Subject: Solicitation # FA302026Q0121 – Cattle Egret Habitat Removal Property B
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation, FA302026Q0121, PR# F3V1A16219AW02, is issued as a Request for Quotation (RFQ).
Contractors shall provide all personnel, equipment, tools, supervision, and other items and services necessary to execute tree removal on one (1) private properties, totaling approximately one (1) acre, in support of the installation's Bird/Wildlife Aircraft Strike Hazard (BASH) Program to begin performance on 24 September 2026. See attachment 1 - Cattle Egret Statement of Work for specifications.
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The applicable NAICS code is 561730, and the small business size standard is $9.5M. This requirement is a Total Small Business Set-Aside.

Place of Performance & Acceptance:
The work shall be performed at one (1) distinct, off-base property, hereafter referred to as Property B. This location is detailed in Attachment 1 - Cattle Egret Statement of Work. All work shall be subject to inspection and approval by the designated Contracting Officer's Representative (COR). The COR will conduct a final inspection of each property to ensure compliance with the requirements outlined for that specific location before formal acceptance is granted.
Attendance at the site visit on Thursday, 10 September 2026, at 1000 CT at the Sheppard AFB Visitor Center is mandatory for contract award eligibility. Interested offerors must provide their own transportation and RSVP with company and attendee names by 1200 CT on Monday, 8 September 2026.
Contractor shall provide all personnel, equipment, tools, supervision, and services to execute tree removal on one private property totaling approximately one acre. Work includes cutting all unmarked woody vegetation to ground level (not exceeding 2 inches in height) using skid-steer with hydraulic shear/saw or chainsaws, treating each cut stump immediately with Garlon 4 Ultra Herbicide mixed with blue indicator dye, and off-site legal disposal of all woody debris. Trees marked for preservation by SAFB officials shall be saved. A joint pre-work site inspection with photo/video documentation will be performed. The contractor must adhere to City of Wichita Falls quiet hours (9 PM – 7 AM) and use applicable TxDOT road warning signs. Field work shall be initiated no later than 30 September 2026 and completed by 30 October 2026.
