Customs and Border Protection Controlled Solicitation Availability for UAS Platform Requirement

Due date for proposals is extended to 10/21/2026 5PM Eastern.

U.S. Customs and Border Protection (CBP) is issuing Solicitation No. 70B06C26R00000185 for a controlled UAS platform requirement. This acquisition is anticipated to be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS 336411 and PSC 1550.

Due to the sensitive nature of the requirement and associated law enforcement operational information, the full solicitation package, Statement of Work, technical attachments, and supporting documentation will not be posted publicly on SAM.gov.

Eligible SDVOSB vendors may request access to the solicitation package by contacting the Contracting Officer. To be considered for access, vendors must:

• Be registered and active in SAM.gov;

• Be an eligible SDVOSB concern;

• Demonstrate apparent capability to perform the requirement;

• Execute DHS Form 11000-6, Non-Disclosure Agreement, dated 08/18, and initial the Other Sensitive but Unclassified (SBU) category;

• Agree to limit access to solicitation materials to personnel with a need to know; and

• Agree not to reproduce, disclose, distribute, post, transmit, or further disseminate solicitation materials without prior written approval from the Contracting Officer.

Access requests shall include:

• Company legal name;

• Unique Entity ID (UEI);

• CAGE code;

• Confirmation of active SAM.gov registration;

• SDVOSB certification/status information;

• Company point of contact, including name, title, phone number, and email address;

• A brief capability statement addressing relevant UAS platform, integration, testing, training, and support experience; and

• Confirmation that the vendor is willing to execute DHS Form 11000-6 and comply with controlled document handling restrictions.

Submission of an access request does not guarantee access to the solicitation package. CBP will review requests and determine whether release of controlled documents is appropriate.

This notice does not include the full solicitation package. The Government will not reimburse costs incurred in responding to this notice or requesting access to solicitation materials.

The controlled solicitation materials may include Sensitive But Unclassified (SBU) information, including Law Enforcement Sensitive (LES) information. Vendors requesting access must complete DHS Form 11000-6, Non-Disclosure Agreement, and initial the “Other Sensitive but Unclassified (SBU)” category before CBP will release the controlled solicitation package.

Execution of DHS Form 11000-6 does not guarantee access. CBP will review each request and determine whether release of controlled documents is appropriate.
