This requirement is being solicited as a 100% Service-Disabled Veteran-Owned Small Business set aside. The NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, size standard is $19M. PSC 4120 - Air Conditioning Equipment. This requirement is for the Removal and Replacement of six (6) Computer Room Air Conditioning (CRAC) Units and two (2) Chiller units located at Joint Base San Antonio (JBSA) Fort Sam Houston (FSH) in accordance with the associated Statement of Work.
PROJECT OVERVIEW. The purpose of this project is to replace the CRAC Units and Chillers at JBSA FSH Building 2265. Refer to attached RFQ and SOW for information regarding this requirement. Please provide quote to POCs listed in the RFQ.
Questions Due Date: All questions must be submitted in writing by email no later than Thursday, 10 September 2026 at 11:00 AM CDT. Responses to questions will be posted by the Government on the SAM.gov, contracting opportunities website, as received. Questions submitted after this date/time will not be considered.
Site Visit: A site visit is scheduled for Wednesday, 9 September 2026 at 9:00 AM at JBSA Fort Sam Houston, TX. The meeting place will be the JBSA Fort Sam Houston Walters Street Visitor Center located at 892 Hood Street, Fort Sam Houston, TX 78234. Departure to the site will be promptly at 9:00 am CDT. Please arrive at least 45-minutes prior to sign in, wait in line, and retrieve your pass at the visitor center. The Government WILL NOT provide transportation to travel between the sites. Interested parties are required to have a copy of a valid REAL ID Driver’s License, vehicle registration and insurance on hand to receive a base pass. If the drivers license has not been updated to the REAL ID, interested parties will need a passport along with a drivers license. If this type of documentation is not provided a base pass will not be issued and attendance will not be granted.

Salient Characteristics
The contractor shall provide all labor, materials, tools, equipment, and supervision to perform a turnkey removal, disposal, installation, and commissioning of six existing CRAC units and two existing chiller units, replacing them with same-in-kind equipment matching original cooling capacity, airflow, and footprint. Work includes disconnection of electrical, control, and plumbing connections, refrigerant reclamation per EPA regulations, rigging and disposal of old units, installation and connection of new units including BACnet integration, piping replacement and insulation, startup and commissioning testing, and rebuilding the chain link fence around the chiller yard. The contractor must also provide phasing plans, commissioning reports, O&M manuals, as-built drawings, and on-site training, while maintaining continuous cooling with zero unscheduled downtime.
