If there aren't any companies capable of filling the requirement it will become a Brand Name Sole Source Requirement. If your company believes it can meet the set criteria your proposal will be sent for review, and you will be notified if your package meets the criteria.

The contractor shall provide all equipment, materials, proof-testing, certification, and delivery necessary to supply fully certified SLINGMAX Twin-Path synthetic recovery slings that meet the salient characteristics and technical requirements outlined in the Statement of Work. Deliverables include one 7,000 lb WLL sling, one 10,000 lb WLL sling, serialized proof-load test certificates, manufacturer's Certificate of Conformance, sling inspection documentation, and warranty documentation.
