COMBINED SYNOPSIS/SOLICITATION – CERTIFIED NURSE-MIDWIFE SERVICES

The Indian Health Service (IHS), Great Plains Area, is soliciting proposals for Firm-Fixed-Price (FFP), non-personal Certified Nurse-Midwife (CNM) healthcare services at Rosebud IHS Hospital, Rosebud, South Dakota.
This requirement is set aside for Indian Small Business Economic Enterprises (ISBEEs) under NAICS 561320, Temporary Help Services.
The Contractor shall provide qualified CNM personnel sufficient to support two (2) full-time CNM positions providing outpatient obstetric, gynecological, prenatal, postpartum, family planning, and women’s primary care services, as well as obstetric emergency on-call coverage for the Emergency Department.
The anticipated contract will use a Firm-Fixed-Price, Month-of-Service (MOS) pricing structure. One MOS represents complete monthly performance of the required CNM services in accordance with the Performance Work Statement (PWS).
The anticipated period of performance consists of a three (3)-month base period and three (3) option periods of three (3) months each, for a maximum potential period of performance of twelve (12) months.
Services will be performed primarily at Rosebud IHS Hospital, Rosebud, South Dakota. Standard outpatient clinic hours are generally Monday through Friday, 8:00 a.m. to 5:00 p.m. The requirement also includes shared 24-hour-per-day, 7-day-per-week CNM on-call availability for obstetric emergencies during non-clinic hours.
Offerors shall provide qualified personnel meeting the education, certification, licensure, credentialing, privileging, background investigation, health, and other qualification requirements identified in the PWS.
The Government intends to make award to the responsible Offeror whose proposal conforms to the solicitation requirements and represents the best value to the Government, price and other factors considered. Evaluation factors include Technical Capability, Past Performance, Management Approach, and Price.
Applicable provisions and clauses, including FAR 52.212-1, FAR 52.212-2, FAR 52.212-4, and applicable FAR/HHSAR requirements, are incorporated by reference or provided in the solicitation and attachments.
Prospective Offerors are responsible for reviewing the complete solicitation, PWS, price schedule, and all attachments prior to submission.
Proposals are due November 6, 2026, at 12:00 p.m. CT.

The Contractor shall also provide shared 24-hour-per-day, 7-day-per-week CNM on-call availability for obstetric emergencies during non-clinic hours. The contract uses a Firm-Fixed-Price, Month-of-Service (MOS) pricing structure.
