TEAD - Helium Inspection Services

The contractor shall perform certified non-destructive helium leak testing and inspection on 100 one-metric-ton containers. Tasks include installing a custom 3-inch NPT test plug, pressurizing each container to 15.0 PSIG ± 0.2 psi with an air-helium mixture of at least 50% helium, conducting pressure-hold tests (initial, 5-minute, and 30-minute readings with no drop ≥0.1 psi), and scanning all welds and seals with a calibrated leak detector capable of detecting leaks as small as 5E-6 std cm3/sec. A passing container must have a corrected helium leak rate less than 1.0E-5 std cm3/sec. The contractor must submit a detailed Leak Test Inspection Procedure before work, a final Leak Test Inspection Report listing all container serial numbers and pass/fail status, and a valid calibration certificate. The period of performance is 1 January 2027 through 31 December 2027, with testing to be performed on-site at TEAD Building 519 in a single coordinated campaign after Government assembly is complete.
