This solicitation is for made new manufacture spare parts for shipping and storage container, NIIN: 002609562 / PN: 8286-PI07 / P069-4.
The resulting award will be limited to government approved sources.
Offers will be evaluated based on both price and non-price factors, including
capacity, delivery, and past performance. When combined, these non-price
factors will be considered more important than price. Proposal submissions
should include both the non-price factors and price on one single document.
If only one offer is received, the competitive procedures will shift to sole
source negotiations.
The quotes may be e-mailed to the below address and must be received on or
before 2:00 PM EST of the closing date of June 6, 2026.
Offers received after the closing date are considered to be late and will not
be considered for award.
The offeror shall submit one unit price per CLIN and the unit price should be
firm fixed price. Tiered pricing will not be accepted or evaluated.
These items require Government Source Approval prior to award. If you are
an approved source, you must submit, together with your proposal, the
information detailed in the NAVSUP WSS Source Approval Brochure which can
obtained on the internet at https://www.navsup.navy.mil/public/navsup/wss/business_opps/ Offers rece
which fail to provide all data required by the source approval brochure will
not be considered for award under this solicitation.

NAVSUP WSS Requests proposals submitted in response to this solicitation
remainvalid for a minimum of 120 days following submission.
The contractor shall manufacture, test, and inspect shipping and storage containers in accordance with drawing number 80132, P069-4, latest revision, and all referenced specifications. The container shell material is high density polyethylene (HDPE), manufacturing process is blow molded. The contractor must provide a unique identification (UID) marking on each container, include desiccant, and comply with MIL-STD-2073 packaging and MIL-STD-129 marking. A pre-award survey and post-award conference may be required for new manufacturers. The contractor must also comply with configuration management, engineering change, and variance procedures as detailed in the contract.
