The Defense Logistics Agency is planning to issue a solicitation for a national requirements contract for Methylphenidate ER Tablets. Procurement details follow.
Methylphenidate ER 18MG, 27MG, 36MG, and 54MG Tablets in 100 count bottles.
This will be an unrestricted and fully competitive acquisition. The contract will be a firm-fixed price, requirements type contract with a one-year base and four one-year options. A contract resulting from this solicitation will establish a national supply source, in accordance with FAR 52.216-21 (Requirements), to provide the items listed in the schedule for purchase by Department of War, Department of Veterans Affairs, Indian Health Service and Bureau of Prisons customers through the DLA and VA prime vendor programs. The annual usage estimates will be provided in the Schedule of Supplies section of the solicitation. This is a commercial item and will be solicited using FAR part 12. All sources may submit a proposal which shall be considered by the agency.

The contractor shall supply Methylphenidate ER Tablets (18MG, 27MG, 36MG, 54MG) in 100-count bottles to DLA and VA Pharmaceutical Prime Vendors for distribution to authorized ordering activities. The contractor must enter into business-to-business agreements with each prime vendor, deliver complete orders within 15 calendar days after receipt of order, and ensure sufficient inventory is available 15 days after the contract performance date. The contractor must also register product information with RXNorm, First Data Bank, and Medi-Span, provide bar code labeling meeting GS1-128 or HIBCC standards with ANSI grade C or better, use child-proof safety caps on cylindrical bottles of at least 100cc volume and 5.75" circumference, and comply with FDA cGMP, Drug Supply Chain Security Act requirements, and all applicable labeling and packaging specifications. The contractor must submit quarterly sales reports and remit a 0.5% cost recovery fee.
