Solicitation W81K00-26-Q-A240 is hereby issued for on-demand emergency aeromedical evacuation services from Bucholz Army Airfield (PKWA), Kwajalein Atoll, Republic of the Marshall Islands to a medical facility in Oahu, Hawaii. This is a 100% Small Business Set-Aside under NAICS 481211 (size standard: 1,500 employees). The resultant contract will be a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract inclusive of five, one-year ordering periods (PoP: 15 SEP 2026 - 14 SEP 2031). Refer to attached Solicitation W81K00-26-Q-A240 and Performance Work Statement for full requirement description as well as submission instructions.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform on-demand emergency aeromedical evacuation services. The contractor shall provide a dedicated or on-call fixed-wing air ambulance capability to transport U.S. Army Corps of Engineers (USACE) personnel and their dependents from Kwajalein Atoll, Republic of the Marshall Islands (RMI) to a receiving medical facility in Oahu, Hawaii. Services include a monthly availability/standby fee (24/7 readiness) and per-mission aeromedical evacuation flights. The contractor must maintain 24/7/365 readiness, guarantee patient pickup at Bucholz Army Airfield within 24 hours of mission notification, and conduct bedside-to-bedside transport utilizing fixed-wing pressurized aircraft fully certified for long-range over-water operations.
