All work shall be performed in accordance with (IAW) Salient Characteristics, dated 11 June 2026 Statement of Work (SOW), and will be executed as Firm-Fixed-Price contract. This acquisition is a 100 percent Small Business set-aside under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance), which carries a size standard of $9 million.
The applicable Product Service Code (PSC) is N059. Offerors must clearly identify their business size status within their quotations to be considered eligible for award. AVAILABILITY OF FUNDS Funding is not currently available for this requirement. The Governments obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise for performance under this contract beyond October 1, 2026, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. This combined synopsis and solicitation is prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12, Commercial Products and Commercial Services. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to remove legacy intercom systems and procure and install new 4-position onboard intercom systems across twelve fire apparatuses (10 engines, 1 ladder truck, 1 rescue vehicle). Installation must include cleanly routed, secured, and weather-sealed wiring meeting NFPA 1901 standards. The systems must provide clear communication between all four crew members with effective noise reduction. At minimum, the driver's position must include a fully wireless headset system with uninterrupted connectivity up to 500 feet from the apparatus. The crew chief (captain) position must integrate with the existing Motorola APX 6500 mobile radio system to allow designated positions to seamlessly transmit and receive over the radio network. All work shall be performed on-site at Building 1462 (Fire Station #1), Eglin AFB, during standard government business hours (typically 0700–1600, Monday–Friday, excluding Federal Holidays), coordinated with the Fire Chief to maintain emergency response coverage. Upon completion of each vehicle installation, the contractor shall conduct joint functionality testing with the Government POC to demonstrate clear internal communication, crew chief radio capability, and wireless driver headset range. Final acceptance is granted upon successful completion of tests for all twelve vehicles. The contractor shall maintain a safe and clean work environment and remove all trash, debris, and tools at the end of each workday and upon project completion.
