The central aim of this acquisition initiative is the design and implementation of a hybrid solar system in the Office of Immigration Assistance located on the border of Valle Nuevo, Jutiapa, to guarantee operational continuity, energy efficiency and institutional sustainability in a strategic installation of the Government of Guatemala, that fulfill or exceed the requirements of the
statement of work (SOW) detailed in this document.
The office has an energy demand of approximately 3,000 kWh per month, mainly derived from computer systems, servers, lighting and administrative support equipment essential for immigration care and border control.
Due to the critical nature of the operations carried out in this facility, it is essential to have a reliable energy system that allows services to be kept running during power outages, voltage variations or failures in the public grid.
Border facilities are usually located in areas where the following may occur voltage variations, power outages, or instability of supply.
The contractor must design and deliver one hybrid photovoltaic solar system including photovoltaic generation, a lithium battery bank with 80 kWh capacity, a three-phase hybrid inverter (minimum 50 kW), and connection to the existing electricity grid. The system must integrate with the existing electric generator using an Automatic Transfer Switch (ATS) and an Energy Management System (EMS), prevent unauthorized parallel operation and energy export, and ensure uninterrupted power to critical loads. The contractor is responsible for providing shop drawings for approval, installing all components, conducting tests, delivering as-built drawings and manuals in English and Spanish, and providing 8 hours of on-site training for 4 personnel. The contractor must also apply for self-producer authorization on behalf of IGM and coordinate work schedules with the COR.
