The City of St. Louis is seeking proposals from interested parties to provide employee benefits consulting services, including review and recommendations on healthcare benefit plan design, provider networks, pharmacy plans, and compliance issues.
The City Benefits Consultant is tasked with researching, modeling, communicating and making solid and actionable recommendations for the City insurance plans design based on current benchmarking data. The scope includes: reviewing and making recommendations regarding healthcare benefit plan design, current healthcare provider network & discounts, and current pharmacy plan design, discounts and rebates; providing ongoing assistance with plan analysis and cost projections, renewal strategies, compliance issues, marketplace trends and new developments; reviewing both pharmacy and medical claims against clinical algorithms and financial benchmarks and completing analysis and performance comparison of current medical plan and pharmacy management partners; preparing and leading a medical insurance Request for Proposal (RFP), including assisting the Health Insurance Committee in identification and selection of a provider, negotiating agreements, and leading the transition between providers; negotiating renewal rates with providers and reviewing and negotiating contract terms; providing ongoing assistance and consulting as needed with other City benefits programs including dental insurance, vision benefits, life insurance, long-term disability, and employee assistance program; conducting a dependent audit if requested; and providing on-going consulting services in all areas of employee benefits.
