What the bond actually guarantees

The City of Manitowoc controls excavation in its public streets and right of way. Before you open the pavement or dig within city jurisdiction to lay a line, set a connection, or make a repair, Manitowoc conditions the excavation permit on a $10,000 surety bond.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Manitowoc (the obligee). If you damage city infrastructure, fail to restore the pavement properly, or leave the excavation a hazard, the city can recover its repair cost against the bond.
