What the waste tire bond actually guarantees

Washington regulates waste tire handling under RCW 70A.205.445: anyone in the business of transporting or storing waste tires must be licensed by the Department of Ecology and must report annually to the department on the tires it transports. The bond is a cleanup guarantee.

The statute requires a bond sufficient to cover the liability for the cost of cleanup of the transported or stored waste tires, in favor of the State of Washington — the standard amount Ecology sets for waste tire carriers is $10,000. It protects the state against the cost of cleaning up tires a hauler abandons or mishandles.

It is a guarantee, not insurance for you: if a hauler abandons tires and the state incurs cleanup cost, Ecology can recover against the bond — and if the surety pays, you repay the surety. In lieu of the bond, the statute lets you submit other financial assurances acceptable to the department.
