Before the Lummi Tribal Sewer & Water District will put a contractor on its bonded side sewer list, Lummi Code of Laws § 16.11.030 requires the contractor to deposit a surety bond in favor of the District. The District’s Certification Agreement fixes a penal sum of $10,000. The premium starts at $200 for a term.

The District will not approve your certification until the bond and proof of insurance are in. Here is the whole process:
Apply online with your business details, years in business, bonding history and insurance — the commercial questions a contractor bond turns on.
The one-year premium starts at $200 for the $10,000 bond. The application includes a credit review and shows your exact price before you pay — most applicants land at or near that starting price. No obligation until you accept.
Once you accept and pay, the executed bond in favor of the Lummi Tribal Sewer & Water District arrives with the power of attorney, ready to file with your application and signed Certification Agreement at the District office on Lummi View Drive.
The Lummi Tribal Sewer & Water District runs the sewer system serving the Lummi Reservation west of Bellingham. Under Title 16 of the Lummi Code of Laws, § 16.11.010, no one other than the property owner may construct, install, repair or connect a building sewer or water line to the District’s system unless they hold a District side sewer or water line contractor license. Section 16.11.030 requires every applicant, before the license issues, to deposit a surety bond in favor of the District, with sureties approved by the Board.
The current code no longer names a dollar figure; the amount comes from the District’s own paperwork. Paragraph 1 of the Sewer Services Contractor’s Certification Agreement requires the contractor to deliver a surety bond in the amount of $10,000 in favor of the District, conditioned on performing the agreement, and the District’s bond form carries the same penal sum. The bond stands behind the whole agreement: the District’s side sewer construction standards, inspections, liability for damage to District mains, and the contractor’s one-year guarantee of workmanship and materials to the property owner.
The license renews annually under § 16.11.060, and § 16.11.030 requires the contractor to keep the bond and insurance in force for as long as it holds the license, and § 16.11.050 makes failing to maintain them a ground for revocation. The Certification Agreement also calls for commercial general liability insurance and a Lummi Nation business license. It is not insurance for the contractor: if the surety pays a valid claim, the contractor repays the surety.
A claim comes from the party the bond protects, the obligee named on the form, when the duty the bond guarantees is not met.
The surety investigates and pays a valid claim, up to the $10,000 bond amount. You then repay the surety: a surety bond is a guarantee of your performance, not insurance for you.
The term is set on the carrier’s application; the premium covers the period shown there.
Renew before the expiry date to keep the bond in force: the license, permit or contract it backs expects continuous coverage.
