The City of Southlake regulates door-to-door sales through a peddler, solicitor, and itinerant vendor permit, and conditions that permit on a $1,000 surety bond filed with the City. The bond is a consumer-protection guarantee: it stands behind your compliance with the City’s sales ordinance and protects Southlake residents who buy from you.
It is a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Southlake together with the residents you sell to (the protected parties). If a vendor takes money and fails to deliver, or violates the City’s sales rules, a harmed resident can recover against the bond.
