The City of Midland permits contractors to work in the public right of way — cutting pavement, boring under streets, and installing utilities — and conditions that permit on a $10,000 surety bond. The bond is a restoration guarantee: it stands behind your obligation to restore city streets, sidewalks, and right-of-way to their prior condition.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Midland (the obligee). If a contractor leaves a defective patch, damages city infrastructure, or fails to restore the right-of-way, the city can recover against the bond.
