The City of Kilgore, TX will not issue a permit for plumbing, appliance installation, or gasfitting work to a corporation until that corporation has delivered a $1,000 bond to the city clerk. The bond is a performance guarantee: it stands behind faithful performance of the permitted work and the correction of any defective workmanship the plumbing inspector flags.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Kilgore (the obligee), with the city and anyone injured by defective plumbing or gasfitting work protected. If the corporation fails to correct flagged defects within 72 hours of notice, or fails to pay required permit fees, the city — or a person injured — can recover against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The ordinance ties every bond to the permit year ending December 31.
