The City of Dallas, TX licenses businesses that move structures — houses, small commercial buildings — along, across, or over its public streets. The Dallas Building Code conditions that annual license on a $5,000 surety bond, filed with the building official before the license issues.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Dallas (the obligee), protecting the city from the costs, damages, and suits that can arise from moving a structure or equipment in the public right-of-way. If a move damages the street, a utility line, or injures a person or property and the mover does not make it right, the city can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. This $5,000 license bond is separate from the per-move site-restoration bond the city also requires, sized at $1 per square foot of the structure moved or $10,000, whichever is greater. Dallas Building Code, § 3702.3The Dallas Building Code (adopting the International Building Code with local amendments), Chapter 37, Section 3702.3, requires an applicant for a building mover's license to file with the building official a surety bond of not less than $5,000, to protect the city from costs, damages, and suits arising from moving a structure or equipment in the public right-of-way. The license is administered by the building official and expires annually.
