What the bond actually guarantees
The City of Bryan regulates signs under its sign ordinance (Chapter 98 of the City Code). A sign contractor must secure a City license before any sign permit is issued (§ 98-11), and § 98-12 requires a $5,000 bond — or a deposit of the same amount, in a form determined by the city attorney — before a permit is issued for sign work beyond the curbline or on or above public property. The bond indemnifies the City against loss or damage to public property from that work and stands as a guaranty of compliance with the sign ordinance.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Bryan (the obligee). If a sign contractor erects a sign in violation of the ordinance, damages public property, or leaves the City to correct work, the City can recover against the bond.
