Pools carry barrier, plumbing, and electrical safety rules, so the bond is a public-safety and code-compliance guarantee: it holds the contractor accountable for code-compliant builds and the terms of registration.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Amarillo (the obligee), with the city and harmed property owners as the protected parties.
