What the bond actually guarantees
The City of Abilene requires a street contractor to post a $1,000 bond to get a permit for work that affects the public right-of-way, with permits issued through the Public Works Engineering Division. It's a restoration-and-compliance guarantee: it stands behind your work meeting City requirements and your restoring any public property you disturb.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Abilene (the obligee). If your work damages a street, sidewalk, or other public property and you don't fix it, the City can recover against the bond.
The City's street contractor bond is commonly written to expire December 31 of the current year, alongside contractor registration that you renew as it lapses. It is not insurance for you — if the surety pays a claim, you repay the surety.
