About this bond

What it is and who needs it.

What the bond actually guarantees

A right-of-way bond is a restoration-and-public-safety guarantee. When you trench, bore, or build in a Franklin right-of-way, the city wants a financial backstop that you'll restore the pavement and surface to its original condition and won't leave the public way damaged.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Franklin (the obligee), with the traveling public as the protected party. If the work isn't restored to city specification, or city property is damaged, the city can recover its repair costs against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Contractors who restore the right-of-way properly treat the bond as a permit formality, not a risk.

City of Franklin — Engineering / right-of-way permitThe City of Franklin requires this bond as a condition of its right-of-way (ROW) permit; the bond amount of $10,000 and its terms are set by the City of Franklin Engineering department. Confirm current requirements with the City of Franklin before filing — we issue the bond in the amount the city's permit requires.

You need this bond if you're

How much is the City of Franklin right-of-way bond? +
The premium is $300 — a flat 3% of the fixed $10,000 bond amount, the same for every contractor. The $10,000 is set by the city, so there is no quote process.
Do I pay the $10,000? +
No. You pay $300. The $10,000 is the surety's maximum liability if a valid claim is made against the bond — not a deposit, and nobody holds your money.

Who do I file it with? +
With the City of Franklin, alongside your right-of-way permit application. We deliver the executed bond and power of attorney by email, ready to submit.
