Benton County Electric System owns and maintains the distribution poles in its service area. When a communications or other third party wants to attach lines to those poles, the utility requires a joint-use / pole-attachment agreement — and a surety bond standing behind it.

The bond is a performance-and-safety guarantee: you (the principal), the surety carrier, and Benton County Electric System (the obligee). It backs your compliance with the attachment agreement and the National Electrical Safety Code, and your obligation to pay attachment fees and remove or relocate facilities when required. The utility sets the amount in the agreement.

It is not insurance for you — if the surety pays a claim, you repay the surety. Because attachment programs can run large, this bond uses one soft credit pull that never affects your score, and the rate stays a flat 3% either way.
