What the bond actually guarantees

Oregon regulates locksmiths through the Construction Contractors Board (CCB) — a locksmith who installs, services, or rekeys locks and security hardware needs a CCB locksmith services endorsement. ORS 701.081 sets the bond for this endorsement at $15,000.

The bond is a consumer-protection guarantee: a three-party arrangement among you (the principal), the surety, and the State of Oregon through the CCB (the obligee), with the customers you serve as the protected parties. If the CCB issues a final order against you under ORS 701.145, the surety pays up to the bond amount.

Oregon's locksmith licensing requirements are set out in ORS 701.485 to 701.499 and administered alongside the CCB endorsement. The bond must stay active for the life of your license — a lapse suspends it, so we track it and notify you 60 and 30 days out, keeping your $15,000 filing continuous.
