What the developer bond actually guarantees
Oregon's Construction Contractors Board (CCB) licenses developers as well as builders. A residential developer — someone who arranges for construction on residential property they own or control, then sells it — carries a developer endorsement, and ORS 701.081 sets the bond at $25,000.
The developer bond is a protection guarantee for the homeowners you build for and sell to: a three-party arrangement among you (the principal), the surety, and the State of Oregon through the CCB (the obligee). If the CCB issues a final order against you under ORS 701.145, the surety pays up to the bond amount.
It is not insurance for you — if the surety pays a claim, you repay the surety. The developer endorsement is distinct from a contractor endorsement; if you both develop and contract, the CCB may require the appropriate bond for each role. The bond must stay active for the two-year life of your license.
