What the plumbing contractor bond actually guarantees
Oklahoma licenses plumbers in four rungs — apprentice, journeyman, residential contractor, unlimited contractor — and only the two contractor rungs carry the bond, because only a contractor may contract or furnish labour and materials. A journeyman works under a licensed contractor and posts nothing. The bond is payable to the Construction Industries Board on the Board's call, and your surety files a copy of it with the Plumbing Licensing Unit.
The condition is broader than most licence bonds: you conduct business in compliance with the statutes, with the Board's rules, and with the ordinances of every municipality in which you perform plumbing work, and you pay the fines and penalties imposed by Board penalty orders and by courts for municipal-ordinance violations — the Board can go to the surety for any fine you fail to pay. You also protect and indemnify the State and municipalities against liability arising from your negligence. Because of that municipal reach, one $5,000 state bond replaces the stack of city bonds you would otherwise file, and the rules ask you to notify your surety of the municipalities where you will work.
Keep it continuous. Failure to maintain the bond makes the licence inactive the instant the bond expires — no notice period, no grace. A bond stays in effect until 30 days after the Board's Bonds and Insurance Unit is notified of cancellation, unless it expired on a date certain on its face. Separately, an active contractor also carries a certificate of general liability insurance of at least $50,000 with the Board named as certificate holder. It is not insurance for you: if the surety pays, you reimburse the surety.
