About this bond

What it is and who needs it.

What the right-of-way permit bond actually guarantees

A right-of-way permit bond is a public-protection-and-restoration guarantee. When you cut, bore, or trench in Blackwell's streets and rights-of-way, the work can damage pavement, sidewalks, curbs, and City utilities. The City of Blackwell wants a financial backstop that you restore the right-of-way to City standards and make right any damage.

It is a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Blackwell (the obligee), with the public as the protected party. If you leave a defective patch or damage public property and don't make it right, the City can recover against the $5,000 bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Contractors who restore the right-of-way to City standards treat the bond as a permit formality, not a risk.

City of Blackwell — Right-of-Way PermitThe City of Blackwell requires a $5,000 surety bond as a condition of a right-of-way permit; the $5,000 amount and the bond terms are set by the City of Blackwell. We have not reproduced a specific ordinance number here — confirm the requirement on your permit or send it to us and we will match it.

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the Blackwell right-of-way bond? +
The premium is $275 — our minimum. The bond amount is $5,000, and 3% of $5,000 is $150, which falls below the $275 minimum, so the price is $275. The same for everyone.
Do I pay the $5,000? +
No. You pay $275. The $5,000 is the surety's maximum liability to the City if the work damages public property and you don't make it right — not a deposit, and nobody holds your money.
Who requires this bond? +
The City of Blackwell requires it as a condition of a right-of-way permit. The $5,000 amount and the terms are set by the City.
Is there a credit check? +
Not on this bond — the application has no credit section at all. Small fixed-amount permit bonds like this one don't need one.
When does it renew? +
You can buy a 1, 2, or 3-year term; we send renewal notices 60 and 30 days out, with autopay available, so your permit never lapses over a missed email.
