A non-mechanical contractor bond is a code-compliance guarantee. When you do general construction work in the City of Whitehall, the City wants a financial backstop that you'll follow its building code and ordinances and repair work that fails inspection.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Whitehall (the obligee). If you damage City property, abandon a permitted job, or violate the building code, the City or a harmed party can recover against the bond.
