Ohio's sewage treatment system rules (Ohio Administrative Code Chapter 3701-29) require anyone who services, monitors, evaluates, or samples a household sewage treatment system — without installing or altering it — to register as a service provider with each local health district where they work, backed by a surety bond that meets the state's bonding schedule. Trumbull County Combined Health District administers that local registration.
It's a three-party arrangement: you (the principal), the surety carrier, and Trumbull County Combined Health District (the obligee), with system owners protected as beneficiaries. If a registered service provider fails to meet the servicing and reporting standards the rules require, the District can recover against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. If you also register as an installer, ask the District whether a reduced or combined bond applies to your dual registration; we issue whichever amount the District confirms.
