Ohio regulates household sewage treatment systems (HSTS) through the Ohio Department of Health and the local health districts under Ohio Administrative Code Chapter 3701-29. Before you can install, alter, or repair these systems, you register with each local health district where you work — and registration is conditioned on a surety bond.
The bond runs for the benefit of any aggrieved party harmed by a violation of Chapter 3701-29 — typically a homeowner left with a defective or non-compliant system. It is a three-party arrangement: you (the principal), the surety, and the public the rule protects. If a valid claim is paid, you repay the surety, so it is a guarantee, not insurance for you.
