An excavator bond is a restoration and workmanship guarantee. When you excavate in the City of Perrysburg right-of-way, the city wants a financial backstop that you will restore the site and stand behind the work.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Perrysburg (the obligee). The city expects excavators to make any and all repairs to the work site for one year following completion; if that obligation is left unmet, the city can recover against the bond.
