The Delaware Public Health District's Plumbing Unit inspects new plumbing, medical gas installations, and cross-connections in residential and commercial buildings across Delaware County (outside Columbus, Dublin, and Westerville), enforcing the Ohio Plumbing Code. A plumbing contractor who pulls permits through the district registers with it, and registration is conditioned on this $5,000 bond.
It's a three-party arrangement: you (the principal), the surety carrier, and the Delaware Public Health District (the obligee), with property owners and the public water supply as the protected interest. If a registered contractor's work violates the Ohio Plumbing Code or district requirements, the district can look to the bond.
