What the bond actually guarantees

The City of Delaware registers contractors under its Codified Ordinances Chapter 1315 (Registration of Contractors). For excavation and demolition registrations, the city requires a performance bond of at least $5,000, and the City Risk Manager may set a higher limit. The bond must be issued by a surety authorized in Ohio and approved by the Risk Manager.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Delaware (the obligee). The bond stands behind your registration — that your demolition or excavation work complies with city ordinances and that you correct or restore work that fails. If you fail and the City or a harmed party suffers a loss, they can recover against the bond.
