What the bond actually guarantees

Cleveland lets only registered, bonded builders work on and connect to its public sanitary sewer. This is the individual version of the registration — for a person registering as a sewer builder, with a $5,000 bond. The bond guarantees you'll install and connect according to City specifications and the sewer code, and restore any public property you disturb.

It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Cleveland (the obligee). If a sewer builder damages the City system, fails to restore the right-of-way, or violates the sewer rules, the City can recover against the bond.

It is not insurance for you — if the surety pays the City on a claim, you repay the surety. Builders who follow the City's sewer specifications treat the bond as a registration formality, not a risk.
