Rather than require a customer to tie up cash as a security deposit, the City lets you post a surety bond in lieu of that deposit — for non-residential accounts above the City's threshold, a bond (or letter of credit) is the way to secure service.

It's a three-party arrangement: you the customer (the principal), the surety carrier, and the City of Shelby (the obligee). The bond guarantees you'll pay your utility bills — if your account goes unpaid, the City can recover the outstanding balance against the bond, up to the penal sum.
