Piedmont Natural Gas is a North Carolina Utilities Commission–regulated natural-gas utility. Under NCUC Rule R12-1, a utility may require a deposit before establishing residential service, administered "fairly and indiscriminately" based on the applicant's credit risk. Rule R12-2(a)(4) lets you satisfy that requirement with "a satisfactory guarantor to secure payment of bills" instead of cash — this bond is that guarantor, sized for an individual account.
