19 NYCRR 207.14(b) puts two bonds in front of a professional boxing or mixed martial arts promoter, both filed with the Secretary of State and both approved as to form and sufficiency of sureties. The first, $10,000, is conditioned on faithful performance of Article 41 of the General Business Law and the Commission’s rules. This one, $20,000, is the payment guarantee — it stands behind professionals’ purses, the salaries of club employees licensed by the Commission, and the legitimate expenses of printing tickets and all advertising material.
That list is the whole point of the bond. A promoter takes gate and broadcast money in before the fighters, the cornermen and the printers get paid out; the $20,000 bond is the backstop if the money is not there afterwards. It is a three-party arrangement — you (the principal), the surety carrier, and the State (the obligee) — with the people you owe as the protected parties. It is not insurance for you: if the surety pays an unpaid purse, you repay the surety.
Keep both bonds live. The rule states that all such bonds must be in effect on the date of licensure, and that any lapse or expiration in either bond during the licence period is cause for immediate licence suspension until the bond is renewed or a new one is filed and approved. Promoter licences related to professional boxing and mixed martial arts are annual and expire one year after issuance (19 NYCRR 207.4), so the renewal cycle comes round quickly.
