New Jersey municipalities license junk shop-keepers and junk dealers at the local level under the state's general municipal licensing power — N.J.S.A. 40:52-1(c) authorizes a city to license and regulate "junk shop-keepers, junk dealers, [and] motor vehicle junk dealers" and the premises where that business is conducted. The City of Newark conditions its junk shop license on a $500 surety bond.
