What the bond actually guarantees

The City of Springfield licenses automobile repossession agents and conditions that license on a $5,000 surety bond. Repossession is a regulated activity for good reason — an agent takes back a vehicle, often without the owner's cooperation — so the city wants a financial backstop that the agent will follow the law.

It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Springfield (the obligee), with the public protected. If a repossession agent damages property, breaches the peace, or otherwise violates the city's repossession rules, a harmed party can recover against the bond.
