About this bond

What it is and who needs it.

What the street obstruction bond guarantees

The City of Duluth controls work in its streets and right-of-way, and conditions a street obstruction or excavation permit on a fixed $10,000 surety bond. The bond is a permit and restoration guarantee: it stands behind your restoring the street, pavement, and right-of-way to City standards after you obstruct or excavate it.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Duluth (the obligee). If a permit holder leaves an unsafe obstruction, fails to backfill or repave to standard, or damages the right-of-way, the City can recover against the bond.

It is not insurance for you — if the surety pays the City, you repay the surety. Contractors who restore the street to spec treat the $10,000 bond as a routine permit formality.

City of Duluth — street obstruction / excavation permit ($10,000)The City of Duluth requires a $10,000 surety bond as a condition of its street obstruction or excavation permit; the bond amount is set by the City of Duluth Public Works / Engineering office. We do not invent an ordinance number — the $10,000 figure is the penal sum named on the City’s permit application, which we match exactly.

You need this bond if you are

A utility or excavation contractor opening a City of Duluth street
Obstructing a street or right-of-way for staging, a dumpster, or scaffolding within City limits
A general contractor whose project requires a Duluth street obstruction or excavation permit
Cutting pavement for a utility connection the City conditions on a restoration bond

Five minutes. The whole thing.

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the Duluth street obstruction / excavation bond? +
The premium is $300 — a flat 3% of the fixed $10,000 bond amount, the same for every permit holder. The $10,000 is set by the City, so there is no quote process.
Do I pay the $10,000? +
No. You pay $300. The $10,000 is the surety’s maximum liability to the City if a valid claim is made — not a deposit, and nobody holds your money.
Who requires this bond? +
The City of Duluth requires it as a condition of a street obstruction or excavation permit. The $10,000 amount is set by the City’s Public Works / Engineering office.
Is there a credit check? +
Not on this bond — the application has no credit section at all. Fixed-amount City permit bonds like this one do not need one.
When does it renew? +
You can buy a 1, 2, or 3-year term; we send renewal notices 60 and 30 days out, with autopay available. The bond must stay active while your permit is open and the right-of-way is unrestored.
