What the agent bond actually covers

Minnesota appoints driver licensing agents to take driver’s license and ID applications and collect the related state fees and taxes for Driver and Vehicle Services. Because the agent handles public money, the appointment is conditioned on a bond that secures the fees and taxes collected.

The bond requirement sits under Minn. Stat. 171.061, which directs the commissioner to adopt rules covering, among other things, depositing funds and holding proper bonds; the specific amount comes from DVS for your appointment. If you are also a deputy registrar, the statute requires a separate bond for the agent role on top of your deputy registrar bond.

If an agent fails to remit the fees and taxes collected, the state can recover against the bond — and if the surety pays, the agent repays the surety. We issue the amount DVS set, at a flat 3% with no credit check.
