The Road Commission for Oakland County (RCOC) requires a permit to perform construction within the road right-of-way, and conditions that permit on a surety bond. The bond guarantees the work meets RCOC standards and the right-of-way is restored.
It's a three-party arrangement: you (the principal), the surety carrier, and the Road Commission for Oakland County (the obligee). If the right-of-way is left damaged or out of compliance, the commission can recover against the bond.
Under Michigan law (MCL 224.19b), in a county with a population over 250,000 — which Oakland County exceeds — a right-of-way bond may not exceed $40,000, and a provider is generally required to carry no more than one such bond for all its permits.
